The World Bank is working with the Ministry of Environment, Urbanization and Climate Change to enhance resilience to seismic risk and build capacity to manage the impacts of natural disasters in participating municipalities under the Urban Resilience Project. The largest component of the project focuses on expanding access to finance for resilient housing. This component provides affordable commercial loans to right holders affected by the Urban Transformation Law in selected pilot cities (Tekirdag, Manisa, Istanbul, Izmir, & Kahramanmaras), using commercial banks as intermediaries.
Within this context, IDEMA has undertaken the assignment of the Rapid Social Assessment seeking to collect and systematize information on rights holders and tenants of risky buildings in the five project cities to determine ownership and occupancy patterns in risky buildings, socio-demographic, employment, and income profiles of right holders and tenants, and related housing affordability levels, in relation to the estimated cost of retrofit or reconstruction. This information will be used to validate the project scope and beneficiary support mechanisms. Moreover, the assessment aims to make the project responsive to social inclusion issues, including seeking to enhance benefits for poor, vulnerable or disadvantaged groups, while minimizing or mitigating adverse impacts from project activities.
The project utilises mixed methodology through qualitative and quantitative data collection. Services provided by IDEMA include;
